My reason for taking power to appoint 3 Assessors is that

for the purposes of the Appeal Council, the loss of both

Unofficial Members of Executive Council in Mr. Sharp, Chair-

-man of the Tribunal and Sir Paul Chater who goes on short

leave next month will be more than replaced by Unofficial

persons.

The Jamnica Ordinace had not arrived

when this legislation was passed.
